In October 2009, President Obama
issued Executive Order (EO) 13514 calling on Federal agencies to establish an integrated strategy towards sustainability and to prioritize the reduction of GHG emissions. Among other initiatives, the EO requires agencies to advance sustainable acquisition to ensure that 95% of Federal purchases are “energy-efficient, water-efficient, biobased, environmentally preferable, non-ozone depleting, contain recycled content, or are non-toxic or less-toxic alternatives.”
